The Smoking Policies Report examines the tension between health-related regulations and trauma-informed care in residential programs for survivors of sexual exploitation. The study was prompted by concerns that strict non-smoking policies act as a significant barrier to placement for survivors, many of whom use nicotine as a coping mechanism for Post-Traumatic Stress Disorder (PTSD).
